JustUpdateOnline.com – Denpasar, Law enforcement officials in Bali have successfully shut down a burgeoning international cyber fraud operation operating out of a local lodging facility in the Kuta area. The joint task force, comprising officers from the Bali Regional Police and Denpasar City Police, raided a guest house located on Jalan Bypass Ngurah Rai, Kedonganan, on April 28, 2026.

The intervention was initially triggered by an official alert from the Philippine Embassy regarding the alleged unlawful detention of one of its citizens. However, upon arriving at the scene, investigators realized the situation involved a much larger and more organized criminal enterprise.

Denpasar Police Chief, Commissioner Leonardo David Simatupang, explained that the property had been significantly altered to function as a high-tech command center. On the second floor, standard guest accommodations were gutted, with beds removed to make way for workstations equipped with desks and cabinets.

During the operation, security forces detained 30 individuals. The group consisted of four Indonesian nationals and 26 foreigners. The foreign suspects represent a diverse range of nationalities, including 12 individuals from the Philippines, five from China, four from Taiwan, four from Kenya, and one from Malaysia.

Seizure of Training Manuals and Tactical Gear

Investigators uncovered a wealth of evidence suggesting the site was being prepared as a major hub for transnational scamming. Beyond standard computing hardware, police confiscated Starlink satellite devices and various international flags. Most notably, they found apparel and attributes bearing FBI branding, which were likely intended for use in impersonation schemes.

In addition to the hardware, authorities discovered physical documents containing elaborate scripts and training modules. These scripts detailed fraudulent scenarios involving large-scale narcotics and weapons offenses, designed to manipulate and extort potential victims during the group’s planned operations.

Manhunt for the Primary Architect

The police have identified a Chinese national, referred to by the initial "M," as the mastermind behind the facility. M is believed to have funded the operation and orchestrated the logistics. While the 30 suspects were caught, M managed to flee the scene before the raid commenced and is currently the subject of a manhunt.

According to police reports, M maintained a high level of control over the workers, including the seizure of their travel documents. Out of the 26 foreigners detained, 11 were found without passports, as the documents were allegedly being held by the fugitive leader.

The foreign nationals are currently in the custody of immigration authorities. Since they were found to be using tourist visas for illicit activities, they are scheduled for deportation later this week for violating Indonesian immigration laws and disrupting public order.

This raid is part of a broader trend of intensifying crackdowns on transnational cybercrime in Indonesia. Recent major operations in Batam and Jakarta have also uncovered massive syndicates involved in online gambling, phishing, and "love scamming," suggesting that international criminal groups are increasingly attempting to shift their operational bases to the archipelago.
