This initiative, led by the Ministry of Immigration and Correctional Affairs, is designed to streamline administrative procedures and enhance the security of national identification documents.
A Singular Standard for All Citizens
The upcoming reform will eliminate the existing distinctions between different tiers of travel documents. Currently, Indonesians choose between standard booklets, laminated electronic passports, and the more advanced polycarbonate e-passports. By 2027, these variations will be replaced by one universal national passport, ensuring that every citizen carries a document of the same high quality and security specifications.
This transition is not merely a change in physical appearance. It also involves a comprehensive upgrade of the country’s immigration database. The government aims to create a more secure, integrated, and accessible digital infrastructure to support the new unified system.
Permanent Passport Numbers for Life
One of the most significant changes included in this roadmap is the introduction of lifetime passport numbers. Under the current regulations, travelers are assigned a new number every time their passport is renewed or replaced. This frequent change often leads to complications when applying for visas or managing long-term international records.
By implementing a permanent identification number that stays with the individual for life, the Ministry hopes to remove these administrative hurdles. This shift is expected to provide greater convenience for citizens who travel frequently for business, education, or tourism.
Strategic Roadmap and Implementation
Minister of Immigration and Correctional Affairs, Agus Andrianto, has officially directed the Directorate General of Immigration to finalize the technical and regulatory frameworks necessary for this transition. He emphasized that the move toward a single passport type is a commitment to providing better public service.
"I have requested a clear roadmap for the implementation of a unified passport," Andrianto stated. He noted that the goal is to provide the public with a simplified process where only one type of document exists, ideally linked to a permanent number to facilitate easier international mobility.
Focus on Security and Accessibility
While the current system still sees limited availability of certain passport types, such as the polycarbonate version, the 2027 goal focuses on universal access. The Ministry has outlined three core principles for this transformation:
